No — a VPS is already a guest VM, nested virtualization is not enabled. If you want to run ESXi/Proxmox/Hyper-V yourself, you need a dedicated server. You can technically nest KVM inside KVM on a VPS with heavy performance loss, but it's not something we recommend or support.
